Having worked with Tom at Vero Beach Police Department when I was there from 1970-1976 I can tell you when it came to law enforcement he was what you wanted out there protecting you. Not mentioned is his obiturary was his career with FEMA. He was a Disaster Assistance Employee who worked in the security division as a Disaster Security Specialist (DAE). I retired from FEMA as a Special Agent, Security Specialist, Special Deputy U.S. Marshal and helped Tom get hired into the security DAE division. He did outstanding work at FEMA and worked many disasters as a security manager.
